What Is a Functional Capacity Assessment?

A Functional Capacity Assessment (FCA) is a comprehensive evaluation conducted by a qualified Occupational Therapist (OT) that measures your ability to perform everyday activities. The assessment looks at how your disability affects your daily functioning across key life areas, including personal care, mobility, communication, home management, community access, and social participation.

The resulting FCA report provides detailed, evidence-based information about your current functional abilities, any limitations you experience, and the supports you may need. This report is used by NDIS planners and the National Disability Insurance Agency (NDIA) to understand your support needs and inform decisions about your NDIS plan funding.

A Functional Capacity Assessment is a detailed evaluation conducted by an Occupational Therapist that measures your ability to perform daily activities. It assesses areas such as self-care, mobility, communication, domestic tasks, cognitive function, and community participation. The resulting report provides evidence to support your NDIS plan funding and recommendations.

At Capability Support Services, all FCAs are conducted by AHPRA-registered Occupational Therapists who have experience working within the NDIS framework and are familiar with NDIA reporting requirements.

The length of an FCA depends on the complexity of your needs. Most assessments require between one and three sessions, with each session typically lasting one to two hours. The total process, including report preparation, generally takes between 8 to 15 hours of OT time.

We conduct assessments in your home or another location that reflects your natural environment. This allows our OT to observe how you function in the setting where you carry out your daily activities, providing a more accurate assessment.

FCA costs are charged at the applicable NDIS hourly rate as set out in the current NDIS Pricing Arrangements and Price Limits. The total cost will depend on the complexity and duration of your assessment. Your FCA is typically funded through your NDIS plan’s Improved Daily Living (Capacity Building) budget.

A GP referral is not required for an NDIS-funded Functional Capacity Assessment. Referrals can be submitted by Support Coordinators, plan managers, family members, carers, or the participant directly through our online referral form.

If your current NDIS plan does not include Improved Daily Living funding, you may be able to request a plan review to have this added. Your Support Coordinator or Local Area Coordinator can help you explore your options.

A Functional Capacity Assessment provides a comprehensive, whole-of-life evaluation across all domains of daily functioning. Other OT assessments, such as a Home Modification Assessment or an Assistive Technology Assessment, focus on a specific area of need. An FCA may recommend these specialist assessments as part of its findings.

Once your FCA report is finalised, it is provided to you and, with your consent, to your Support Coordinator or plan nominee. The report can then be submitted to the NDIA as supporting evidence for your plan review, access request, or appeal.
