Behaviour support on the Sunshine Coast
Local behaviour support that starts in days, not months
Capability Support Services is a registered NDIS provider (4-JFXPAFQ) delivering Positive Behaviour Support across the Sunshine Coast, from Caloundra to Noosa and out to Gympie. Our local work is led by Olivia, an Advanced Behaviour Support Practitioner, who visits people at home, at school and in the community.
We focus on understanding why behaviours of concern happen, then build practical strategies and skills that improve everyday life, while reducing the need for restrictive practices.

Our process
How positive behaviour support works on the Sunshine Coast
Every step follows the NDIS Behaviour Support Rules, so families and support teams always know what comes next and roughly when.
-
Referral and intake call
Families, support coordinators, schools, SIL providers or the person themselves can refer. We talk through goals, funding and any urgent concerns, then match you with a local practitioner.
Usually within a few business days -
Getting to know the person
We spend time where daily life happens, at home, at school or out in the community, and listen to the people who know them best.
First weeks of support -
Interim behaviour support plan
Where a restrictive practice is already in use or there is immediate risk, we write an interim plan focused on safety and lodge it with the NDIS Quality and Safeguards Commission.
Within 1 month, if required -
Functional Behaviour Assessment
We look at what happens before, during and after behaviours of concern, alongside communication, sensory needs, health, routines and environment, to understand what the behaviour is telling us.
Observation across settings -
Comprehensive behaviour support plan
A plain-language plan with proactive strategies, skill-building and clear guidance on how everyone can respond safely and consistently.
Within 6 months of starting -
Training, implementation and review
We coach families, support workers and teachers to use the plan, track what is working, adjust as needs change and prepare progress reports ahead of NDIS plan reviews.
Ongoing
Not every participant needs an interim plan. If there are no restrictive practices or immediate risks, we move straight from getting to know the person into the Functional Behaviour Assessment.

Funding and safeguards
NDIS funding and restrictive practices, explained simply
How behaviour support is funded
Specialist behaviour support is usually funded from the Improved Relationships budget within your NDIS plan's Capacity Building supports. If you're unsure whether your plan includes it, your support coordinator or our intake team can check with you.
- Self-managed, plan-managed and NDIA-managed plans
- Charged within the NDIS Pricing Arrangements
- Private clients welcome, without an NDIS plan
Reducing restrictive practices
Our aim is to reduce, and wherever possible eliminate, restrictive practices. When one is in place, we work within Queensland's authorisation process and the NDIS Commission's reporting requirements, while building the proactive strategies that make it unnecessary over time.
- Human-rights-led, guided by the Capable Environments framework
- Clear, regular reviews with families and providers
- Support for SIL providers meeting their reporting obligations

Frequently Asked Questions
Capability Support Services is a registered NDIS provider, registration number 4 JFXPAFQ, delivering Positive Behaviour Support across the Sunshine Coast from Caloundra to Noosa and inland to Nambour and Maleny. Sunshine Coast practitioner Linda is assessed at Advanced level and visits participants at home, at school and in the community.
Waitlists across the region can be long because the Sunshine Coast population has grown faster than local allied health services. Capability Support Services currently has capacity for new referrals and can usually complete intake within a few business days.
The NDIS Quality and Safeguards Commission recognises four practitioner levels: Core, Proficient, Advanced and Specialist. An Advanced practitioner is assessed as suitable to work with complex referrals, including participants with multiple restrictive practices, layered clinical presentations and high levels of risk.
A Functional Behaviour Assessment helps us understand the possible purpose or
function of a behaviour and the factors influencing it. We consider what happens
before, during and after the behaviour, as well as communication, sensory needs, health, environment, relationships, routines and other relevant factors.
This information helps us develop supports based on understanding rather than
assumptions.
A Behaviour Support Plan is an individualised plan that provides practical strategies for
supporting the participant. It may include proactive strategies, communication
supports, skill development, environmental changes and guidance about how others
can respond safely and consistently.
The plan is developed collaboratively and should evolve as the person's needs,
circumstances and goals change.
Intake is usually completed within a few business days of receiving a referral. Where there is immediate risk or a restrictive practice already in use, an interim behaviour support plan can be developed and lodged with the NDIS Commission ahead of the full assessment.
